When I'm online, and select Tools -> Internet Options, I get a message saying, 'This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.'

Duhhhhh ... WELLLL who the heck is dat ? ME !

Any ideas on how I can fix this problem?

I am running windows 98 , Dell Puter and I am on a standalone desktop , NO Lan/Wan or networks connections .

Thanks

Start Regedit
Go to HKEY_CURRENT_USER\ Software \ Policies \ Microsoft \ Internet Explorer \ Restrictions
See if anything is being restricted there like "NoBrowserOptions"

Two Words: Get Firefox

---I dont see why you dont wanna get it, seriously you are doing yout computer a favor. You wont have these problems either and whatever you just typed could be being reviewed by a hacker at this moment.

In my regedit , there is no restrictions folder or section as shown above .... instead this is what I have :
HKEY_CURRENT_USER\ Software \ Policies \ Microsoft \ Internet Explorer \ ControlPanel .
Also on that tree I see infodelivery folder and CompletedModifications folder but no restrictions .

You might also look in:
HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet Explorer\Control Panel

You might also search the registry for "NoBrowserOptions"

THE FIX :
The fix for this issue is to re-install Internet Explorer 6 , that resolves the prob and all is well now .
