I'm guessing that it is not a real device or has a spoofed MAC address. (An example of the former is a VirtualBox Host-Only Ethernet Adapter if you install VirtualBox.)

If that utility Liz linked to doesn't give you the desired answer maybe you could tell us the circumstance around your quest--where do you find that address and what is your concern?

A VPN Router is connected with company network by which OEM connects with machine during a problem. An IP172.16.28.254 was assigned to that router. But after facing connections make/break problem, we have checked and found that someone is using the same IP unofficially but failed to detect the type of this device.

Today i have found that now the MAC address against the same IP is changed i.e. 9e-f9-65-14-92-55

Download this portable program, Wireless Network Watcher
https://www.nirsoft.net/utils/wireless_network_watcher.html
Run it and it will show you the MAC address and the name of the device.

MAC addresses are unique so you will never find it listed on the internet.
I have run this software but first it detected the IP and MAC address correctly but after that (as i described in above post) when other person connected his device with network having same IP, the software failed to detect the MAC address 9e-f9-65-14-92-55.
I have found this MAC address by CMD.
