the other computer in my network can only use the internet if i disable my mcafee firewall, is there some way of allowing my other computer access without compromising security?

This might be of some help even though I don't have the McAfee firewall (I use ZoneAlarm but firewalls kinda sorta work on the same premise). There should be a setting where you can enter "trusted" IP addresses. A home network is usually in the 192.xxx.xxx.xxx range. Run ipconfig/all at a command prompt and that will show you that PC's IP. Actually, I have a better idea. Run arp -a at the command prompt and that should show you the IP's of the PC's on your home network. Make sure that those IP's are "trusted" in your firewall.

I think you are running the commands from the RUN box. That won't work. Type COMMAND or CMD (either one works) in the RUN box and that will open a COMMAND WINDOW. Then try the commands and see what happens.
