Help with IE

My internet explorer has been acting strange lately, and not really working at all. All of the sudden I'll come to my desktop and the icon for IE won't be there, but a little white box will be there instead. I attempt to click on that white box which says internet explorer and when I do it automatically creates shortcuts to internet explorer on my desktop (IE 1, 2, 3, 4, ect...). I can not access internet explorer at all, nor can I access any programs that need IE to operate (like weatherbug). When I try to access some programs I get this message: "The application or DLL C:/WINDOWS/system32/ieframe.dll is not a valid windows image. Please check this against your instillation diskette." The only way to get IE to start working is for me to reboot in safe mode, then do a system restore... but this is only a temporary fix, it goes back to doing the same thing within a couple of hours. Any suggestions?
