Help with Internet access via cable modem

    My daughter has asked me to post a question in hopes that someone will give her advice that will solve her problem. She has cable Internet service in Chicago. There was a storm which knocked out the service. A tech came and was not able to help her. She is unable to work and her phone is also out since it's voip. All the lights are on on her cable modem. When she opens IE, the loading icon looks like it is working. She has power cycled the modem several times. Can you please just give ideas she might try? She is desperate for any/all help. I know that I've been told to use the "run" window from the "start" menu and do something, but I don't remember what.
    PS I am posting this in two forums since I am not sure which is more applicable.

    try start - settings - network connections - right click on the local area connection tab and select Repair
    or: i had the same problem after a storm -lights blinking but no internet - tech came out and replaced a small part -cant remember what - said the part burns out often during a during -maybe your tech was not up to par...
