Help with Multiple Problems!!!

Tech Guy,
I have a Windows ME operating system and as of late, my computer went crazy and I was hoping you could help me fix some of the problems. Here is a brief list:
1) My default homepage on internet explorer keeps changing from my preset to "about:blank" everytime I open the application. If you change the homepage, it will work while you are using the application, but will immediately switch back to about:blank upon closing or restarting the computer. I have run spyware, adaware, and norton's antivirus and deleted tempfiles and cookies with no avail! What do I do?

2) I am also experiencing difficulty w/some of the navigation buttons i.e. close, maximize/minimize, the "drop down arrow box", and those little blank boxes you can use to select stuff (sorry for the poor description). The problem is that these buttons have changed from their normal characters into weird sympols that resemble an "R", an "o" and perhaps some Greek letters. This is very annoying and I was hoping you could pinpoint the problem.

3) I am also receiving a series of Error messages which are listed below. I am sorry for not having the exact wording but they will only sporadically appear, although lately they have been slightly more predictable in that they show up at startup.
The first message goes a little something like this: An error in the program Devldr16 has caused an error starting DEVCON32.dll. Please try restarting program...
The second message is similar to this: An error was experienced in starting the program Rundll32.
When browsing IE, I will frequently encounter a message that says: "IE has experienced a fatal error in the program (Umhod, or Undal, something with a U) or devldr16, or Rundll32 and will now close"
Finally, upon starting programs including spybot s&d and nortons antivirus, i'll occasionally get a message about not being able to load the program winmm.dll.

Please help with these problems. I'm starting to get desparate as my computer is becoming less and less functional! Sorry for not having the exact wording of the error phrases but as I said, they appear frequently, yet sporadically, and I haven't been writing them down.

Right click on the "My computer" icon on your desktop and click on "Properties". Click on the Divice manager tab and scroll down, and look for any yellow exclamation marks ( !) Are there any? If so, what are they?

Also, have you ran "HiJack This" yest? If not, download it, run it, and post your log here so that we can have a look at it!

no exclamation marks in device manager under my computer properties.

What is hijack this?

Oh and here is a new error message I just got:
Winoldap has caused an error in IPHLPAPI.DLL. Winoldap will now close...

what in the world?
