Help with Protecting against a Hacker

Hopefully help not getting hacked does not fit into the hacking category.

Hello, I have someone that keeps attempting to do a TCP Null Scan and Smurf attack me. This have been going one for a few months, but it appears nothing is happening. Over the course of a few months, I have done several virus scans using AVG Free Edition, NOD 32, and 2 on-line scanners Panda and Trend Micro. They all have said no viruses found except for 1 Trojan on 1 computer and and some spyware on the other. I have also noticed that 1 of my Computers would use all of the internet connection when I wasn't using the computer. I was told that Windows auto-connects to the internet to get updates and other stuff, but when I had XP installed I turned automatic updates off. Whether or not they are in my system. I would really like to keep this person out of my network or even trying. I contacted Tech help for my router, and they said that the router only logs attempts that have been made to gain access to my network and that I was Ok, but it doesn't make sense why this person, **Smurf**, would keep trying for so long if he/she wasn't making any progress.

I was running Windows XP, but then went to Windows 98. (Not my decision)
I have a SMC 7008ABR router with the latest firmware and the firewall is no and there are no ports opened.
