This is for removing blinking after VM messages have been deleted. I have exhausted on know options, unplugging base, contacting carrier (both phone and internet)> Any help will be greatly appreciated. It is a Panasonic KK-TGA652. Thank you

Are you sure about the model number?
    Could it be KX-TGA652

As 2twenty also asked, by any chance do you mean KX-TGA652?

If it is part of a Panasonic landline phone system with an answering machine base station, have you made sure you have deleted all VM messages on both the base station and also saved on your carrier's system?

EDIT: Be listening as soon as you take your landline phone off-hook. If you hear the dial tone stutter (rapid on-off) for a second or so, your carrier is reporting that you have unheard messages waiting on their system.
