help with system restore

    my dad got this virus/viruses yesterday and today i found that it has done quite some changes to the computer.

    the IE6's homepage would change into some random Chinese site.

    when i try to open the c:/ or d:/ (windows xp sp2 is on it) it asks me which application to open that with, but after choosing explorer.exe, it doesn't let me check the box that says always use this application to open this type of file checkbox.

    when i try to open system restore, it tells me to enable it every time i run it. it cannot even restore successfully in normal mode.

    and worst of all, when i try to boot into safe mode, it just restarts. i'm afraid of using the msconfig method because that might lead to endless cycles if not successful. safe mode was working fine several days ago. its not working today.
    i'm thinking that the virus has done some registry changes. please give me instructions.
