Help with usb ports

I am slowly and painfully teaching myself Ada using the GNAT IDE on a Toshiba laptop running Windows 7 professional version.

I want to write some Ada programs to control a model train set.

How do I send instructions, commands etc. down an usb link from an Ada program, and read the state of the train set?

(I know a little bit about electronics, and can probably learn how to decipher commands using available usb => parallel port devices.)

I will be eternally grateful for any help!
