help with windows 98

    My system is a packardbell with windows 98...i have been haveing alot of problems for awhile..so i recently decided to reload the system with the same specs it came with when it was first bought...so with my Packardbell Master disc i wanted to restore my computer system..now my problem is when i insert the disc into the cdrom drawer and turn pc off and restart it does not come up..so i have tried to go to Start,run and type in master recovery but it tells me it is wrong..when i go to browse to find the specific area of where it is it says Q not d:\,E:\ and i can not seem to get it to load...so what can i do...the system needs to be refurbished..back to the manufactures specifications as when it was bought...please help
