I uno y no1 else hlped u, pritty obvious that you have some sort of a firewall preventing u from doing those things.
What firewall do u use? If you have one like from trend micro, mcaffe, norton, or u use zonealarm, then if you have windows firewall on, you should switch it off as it is a big pain.
To do that, go to control panel, networth connections, right click on your internet connection, click properties, go to adcaned and untick "Protect my computer bla bla bla with a firewall"
If however, you only use that firewall, click settings in the same place on the bottom of the advanced section. Make sure EVERY thing in the services tab is ticked.
If you use a different firewall, and after disabled the windows one and reconnecting to the internet you still have this problem, then find the settings for your other firewall, and make sure the exceptions list, or whatever else it will have has the following ticked
ANYthing to do with UDP and TCP/UDP
anything with TCP
SMPT
and POP3
