Does it show up in windows? If it does, open the case and unplug the data cable and then put it right back. Occasionally corrossion builds up on the pins and this will take of it. It is possible that the lens burnt out also. As cheap as burners are today it may be best to replace it if a few simple things does not take care of the problem.

Can you boot with a boot disk that has cdrom support, choose to start w/cdrom support, the drive letter for the cdrom will push one letter ahead. Try to read a cd in dos mode. If it won't read there either, you might try cleaning the drive with a lens cleaner, other than that, the drive may need replaced.

Also, try removing it in Device Manager and then restarting so it will be recognized as new hardware.
    More questions:
    Did this drive work previously?
When did it happen, and was there any software/hardware installed at that time?

You may want to unplug the IDE cable at the motherboard and re-seat it as well.
Sometimes when I'm fumbling around in my case I unplug IDE cables.

Sometimes they die. Can you test the dos mode theory.

Have you tried Acacandy's suggestion? Its the first thing I try in such situations and it rules out all Windows/software problems in a matter of minutes.
