    I am not able to perform Disk defragmentation on Drive C (Windows 98).

    What happens when you try? How much free disk space do you have?
    You want to make sure nothing else is running. Disable screen-saver and internet connection.
    Run anti-virus and spyware/adware programs and clean out any nasties.
    Run disk cleanup.
    Run scan-disk, automatically fix errors.
    Defrag. Don't try to do anything on the computer while it defrags.
