High CPU usage with no underlying process to be found!

I have this very scary situation when suddenly everything is going so sloooow.
I close every application, then I open Task Manager, hit "Show processes form all users", and it says: System Idle Process: 98%, CPU Usage: 40%.
I scan all the processes. they are all "quiet". must be a hidden process!
I even used YAPM, which supposed to show any hidden process - and nothing!
First time it happend, I used System Restore and it seemed to go away. But it keeps happening!

Please HELP!

Hi.

Your system's specifications explains this slowness. You can't expect something more from this device (see RAM and processor for example).

I am running this system for years with no problems.

I found out the culprit is "System Interrupts", which I understand is a drivers related.
I have updated my drivers, but the problem remains.
Can you advise me how to proceed?

That appears to be about a 12-year old Acer computer.
What is the exact SNID number and serial number on it?

It has a very weak dual processor and only 2 GB of RAM.

It appears to have 80 GB(74 GB) and 1 TB(931 GB) hard drives which are both divided in 2 partitions.

Its Windows 7 operating system appears to be very outdated.
