Host IP 'dead'

    I'm not a newbie to PCs, I'm familiar with the registry, etc., but I am a newbie to what I'm attemptimg to do now.

    I am attempting to connect to my Mother's PC using Remote Desktop and Radmin. We are not on a network, there is no router and her's is a brand new install, with only motherboard drivers installed and Outlook Express configured. We deleted the partition, created a new one and installed XP Pro SP2.
    We have configured Win XP-Pro firewall in Exceptions by adding the programs and the ports. (not easy as she is 87) We checked both options in Control Panes/System/Remote. Remote Assistance is allowed and Invitations are set for 30 days. I am set up as a user.
    Radmin is installed as it should be and all settings have been double-checked and are correct for the Server and the Viewer.
    Added the port to Firewall Exceptions
    Radmin - Port 4899
    and added the program to Firewall Exceptions
    C:\WINDOWS\system32\rserver30\rserver3.exe

    We even, at one point turned the firewall off and I still got no response for her IP. Her service is with BellSouth/AT&T. I called their tech support and got a computer. If it can't answer a question it transfers to Sales? Well, it is AT&T now. At least BellSouth had real customer support.
    I have used Advanced IP Scanner and Advanced Port Scanner and received good results for my PC and others, but 'dead' for hers.
    As you can see below, my PC is simply not finding her PC.
    Her PC has not been restarted so I know the IP is still the same.

    Remote Desktop Error:
    The client could not connect to the remote computer
    Remote connections might not be enabled or the computer might be too busy to accept new connections.
    It is also possible that network problems are preventing your connection.

    Radmin Error:
    Connecting to 192.168.1.97
    Cannot connect to the server

    One thing I have found is that when I go to http://whatismyipaddress.com/ or http://portforward.com/, both of our IPs are for the service not our actual IPs. (ex: 71.29.129.170) If you can explain that, please satisfy my curiosity.
    I can ping myself (192.168.254.2) and other IPs with no problem. She can ping her PC and receives IP Address - 192.168.1.97. When I ping her IP it times out with received 0.
