Hotmail is a MS service that has been discontinued for some time now. Any Hotmail accounts should have been converted to a Livemail account which is still active.

I'm unclear as to what you are actually asking. An email client is just a stand alone/installed program to receive emails.

Outlook, Windows Live Mail, Thunderbird and many other email programs support Outlook/Live/Hotmail accounts.

Windows Live Mail and Thunderbird are both free.

Windows Live Mail works easily and perfectly with Hotmail/Outlook accounts.

    A word of warning.
    Windows Live Mail.
    1. It is part of Windows Essentials. You need to download that, and then select customise in the install. You can then automatically extract and install the mail portion.

    2. But, WLM is a Microsoft program, which they do not support any more, as they consider it outdated (I don't agree).´Shortly, you will not be able to fetch mail from the online Outlook/Hotmail account, but will need to fetch it manually. It will fetch from most other mail sources, though.

3.Windows 10 has a built in Mail program, which has very few options but is sufficient for most use outside of an office.

Windows Live Mail is an email client, Windows Live Messenger is a messenger program.

But it does appear Microsoft will be ending support for it.

Personally I use the web access for my personal account it's my preference and don't see a need for having a program
