    how can i like seperate the bandwidth usage for each of my programs...

    i mean say i am uploading at 15kb/s (my cable is said to be 64kb/s)

    and i am downloading at 20 (can go atleast 150)

    and i join a game
    and well it spectates me because i have high packet loss

    why? because i still have 130 of download and 49 of upload bandwidth unused so why does it say i have high packet loss?

    I don't think packet loss is only a bandwidth problem at your end!! It very well could be the a problem at your ISP's end. However, I must admit that I am not an expert at this. So you better wait till some expert on the topic arrives here.
