How Do I Access Photos Stored In ICloud?

    I have an iPhone with OS 10.3.3

    My phone says I have 24 photos in iCloud. When I click on manage iCloud, it takes me to instructions on how to do that.

    As far as I can tell it says to manage photos through the photos app. For example, the instructions say to delete a photo from iCloud by going to photos app, selecting the photo I want to delete, and tapping the garbage can.

    However, when I open the photos app, there are only 4 photos, not the 24 that my phone says are stored in iCloud.

    So I have two questions:
    1. How do I delete photos from iCloud that are among the 20 photos i can't find in the photos app?

    2. Of the photos I want to keep in iCloud, how do I access them when I want to?

    First Name:
    In Settings - Photos you have iCloud Photo Library turned ON, right? If so, I don't know why the photos on iCloud and on your phone are not syncing (assuming that you are connected by Wi-Fi, not cellular).

    On a computer you can sign in to iCloud.com and view/manage your photos.

    You can delete the photos online, go to https://www.icloud.com/ to log-in and access the photos
