How do I change this toolbar around?

    I am using IE9 and have the MENU and COMMAND bars selected.

    I was sure there was some way to have the toolbar containing the HOME/PAGE/TOOL etc toolbar on the right hand side of the screen.

    Presently it is directly under the FILE/EDIT/VIEW/FAVOURITES etc toolbar.

    How do I seperate them as described above?

    I activated the favorites bar and deleted the junk links on there.
    That forces the home bar to the right.
