How do I crop this photo ?

I opened this image (please see screenshot) and I'm now trying to crop the image but having problems doing so.
I opened the image with 'Photos' but when I try to crop the bottom part of the photo only ALL the white circles close in.
How do I get to crop just the bottom part only ?

What Image Editor/Viewer is that ???
I'm guessing the dots close in because the aspect ratio is fixed ...
not variable.

Assuming you're using Windows 7 or newer, its built-in Snipping Tool app is very easy to use for cropping photos and images.

I'm using Windows 10. OK I like to give that a try. How do I access it ?

Assuming you're using Windows 7 or newer, its built-in Snipping Tool app is very easy to use for cropping photos and images.

OK I found Windows Snipping Tool but as far as I can make out I can only snip the screen size and not an image, a jpeg image for example.

Open it with irfanview. I just did and I was able to crop the file.
BTW irfanview is far superior to the windows program.

So I need to download Irfanview then ? I have Nero 2017 but haven't installed it yet - do you think that program may have cropping tools. I know the old Nero 7 did.

I agree about Irfanview
When I'm forced to move to W10 ... Irfanview will be the first app I'll install.
Many here at TSG use it ... you can get help here

While I don't have Win 10, Irfanview has been installed on every Windows computer I've owned since Win9x.
It's dead simple and as an image editor, gives good results for displaying on a monitor.

Yes .. but not near as good/easy

I even use IV to run my scanner ...If you'd like to do this ...Install the 32 bit version.
There is no 64 bit Twain (scanner connection)

Up to you; use something that works or keep playing with windows native programs.
Irfanview is a free program that will do just about anything to pics.
