When you delete a file, it goes to the recycle bin.
When you emply that, the disk's reference to that file is removed, but the file actually remains on the hard drive, but unreferenced.

Eventually (as the area of disk it occupies is now marked as "free"), it will be written over with another file.

Unless you employ a high security "shredder" application, that's the way Windows works and always has.

Just like kiwi told you. Delete the file and empty the recycle bin. Unless you use data recovery software, it is gone.

I guess another question would be, why are you worried about it? If you are not giving the machine to anyone, and from what you posted, it sounds like you're not, what those two gents stated is perfect.

Then use a secure delete type of app. CCleaner has a secure delete option; you can set it to use a DOD type of wipe.
