The main thing that stops laptops from being able to run games is the speed of the built in graphics. Most laptops have only very basic graphics suitable for web browsing, editing photos and typing letters. If you pay a bit more you can get a "gaming" laptop that has a GeForce or Radeon graphics chip built in, some high-end laptops are as fast as a high-end gaming desktop, but you'll pay twice as much for them. You can upgrade the graphics in a few laptops, but most of them are stuck with what they came with.

There is nothing stopping you from running a game on a laptop, realistically a PC and Laptop are the same thing. PC is usually looked at upon as Windows. However technically its not so simple. If you have a product info sheet of your laptop or know some info on it (Run -> Dxdiag) you can reference to the game specs to see if you meet minimum specs.

A laptop as mentioned above is limited by the components inside, since there portable they sacrifice computing power. However for example a Dell XPS 1550 can run WoW or even other game like World in Conflict, just bad frame per seconds will the consequence in a complex game such as world in conflict.
