I can no longer initialize a program. When I try to enter, instead of loading the program, I am told the file is locked, use the Properties command in Windows Explorer. I can not find any mention of an Unclock command on the Properties sheet in WE. What should I know about Locked files that I don't know?

files are usually locked because they are already in use by windows.

When I click on the icon the splash screen appears, so does a pop-up window, and it says "Could not initialize Photoshop because the file is locked. Use the "Properties" command in Windows Explorer to unlock the file."

I have the same problem. With XP the Administrator user can run PE but a Limited User gets the "Cannot initialize ..." error
    Did you find the answer?
