Every 30 seconds or so I get a pop up on my windows 10 pc that asks "How do you want to open this .xml file. It pops up in the center of the screen no matter what program is running, also on my desktop. It pops over full screen video and games. I'm sorry I can't figure out how to get a screen shot of it. It is so incredibly annoying! I tried the microsoft support forums, but none of the suggestions I found there have worked. Please help!!

If I click the OK button in the window Firefox opens a tab that says Firefox can’t find the file at /C:/$Windows.~WS/Sources/Panther/LocaleMetaData/windlp.state-old.xml.

Do you have any idea what file it keeps trying to open?
