How does windows 10 full-wipe reset windows w/o network

I want to fully restore an old windows 10 computer to factory settings. I understand how to do this but I am puzzled about how a new and updated OS is installed if I am not connected to the network?
If the disk is fully wiped and there is no network connection, how do the necessary files get from Microsoft servers to my computer?

What am I missing here?

Regardless of whether you have Windows 10 on a bootable USB flash drive or a bootable disc, it doesn't require an active internet connection to install it.

Not having an internet connection during the install process is especially helpful if you do not want to create and sign in with a Microsoft account and password.

You didn't describe your computer, but I'm going to assume it's a factory-brand one and not a self-built one.
