    What do I need for a code to keep a permanent background set on my page.

    What I mean is this image, or background would stay in place while scroling up and down the page. Like it is set in the back or a watermark style if you will?

    Even better, Add this to your css page. (obviously change the path/to/image.jpg with the actual images location relative to the css document)

    /* Page Background */
    body{
    background-image: url('path/to/image.jpg');
    background-repeat: no-repeat;
    background-attachment: fixed
    }
    /* End Background */

    cascading style sheet

    it is meant to remove all styling details from html so that html is for content and css is for design

    That's pretty sloppy coding. And if someone isn't aware, it could mess up their text alignment (since it has a <center> tag at the end of the code example). There are a lot of people out there that wouldn't even look at the code, just copy and paste (hench the "unaware" aspect).
