    What did Avast say ?
did you actually talk to the avast company
they have a removal tool - did they suggest you use the tool

are you login as an administrator on the PC
what version of windows are you running ?

you uninstall from control panel - do not just delete the files

Avast doesn't send malware to users of their software.

First, when installing CCleaner you would have been presented with the option to install Avast and if you didn't opt out then you would have agreed to the installation.

What files are you trying to delete?

That's not the name of a file, it's the name of a program.

BTW, the fault lies with the makers of CCleaner not Avast. In researching the matter I see that there was a period of time where the delay to uncheck the installation of Avast was too short to allow users to uncheck it, resulting in unwanted downloads.

    Have you tried uninstalling CCleaner?

If any program is not un-installed correctly and we have just tried deleting files - then the purpose built un-install program [Avast in this case] cannot find all of the remaining files.

It may sound counter intuitive but you may have to reinstall Avast.
Once installed, right click their icon in the task bar and Disable Avast, then run Avast un-install program again.

I uninstalled CCleaner, I tried to uninstall Avast files which they are:
    x86_Policy.14.0avast.vc140 (10 files)
    C:\Windows\WinSx\Manifests
    amd64_Policy.14.avast.vc140(5 files)
    C:\Windows\WinSx\Manifests
When I try delete, I get this message:
You need permission to perform this action

    HOW CAN I DELETE THEM?

    THANK YOU,

    What is your operating system?

    Do you have administrator privileges?

I think you'll have to reinstall Avast and then uninstall it as Blues suggested.

Manually deleting Antivirus not going to remove its traces from your PC. There are hundreds of registry entries, files that still remains inside of the system.
At this point I would also recommend to reinstall and uninstall using some uninstaller.
