how to give secure internet access with website

Well first of all this is what i want to do, do you guys know when you try to access free internet from any type of hotel and some hotels have a access setup where when you try to go to internet it goes to this perticular website where it asks for username and password once you type that in you have a full access to internet. well thats what i want to do. please help

You need a server that fields the requests and manages access rights.

well got a server, how to set it up. I'm using Window Server 2003 Standard Edition
