Your Dell Inspiron 3551 laptop has an Intel Pentium N3540 processor, therefore it can support up to 8 GB of DDR3-1333 RAM.
It has an Intel HD Graphics device which has a base frequency of 313 MHz.
You cannot increase the amount of dedicated memory in that graphics device via the BIOS or the registry.
However, the amount of shared memory should've increased after you installed 8 GB of RAM.

Leave the page file alone and let Windows 10 manage it.

Switching from a HDD to a SSD was a good move.

i dont know but after upgrading to 8gb i am not getting the performance increase.
i find that the system has become a little slower.
    what may be the problem?
does windows need to be reinstalled after upgrading ram?
do i run memtest x86 to see if the ram is good?
    i upgraded to a kingston 1600mhz ddr3l ram.

You're using an "Insider Preview" version instead of a normal version(1803, 1809, 1903, etc.) of Windows 10, so that may be part of the performance issue.

The processor also isn't going to allow that laptop to run like a jackrabbit.
