How to install Google Toolbar for all Users ??

I have installed several toolbar programs for Internet Explorer (google, yahoo, aol, etc.) on a Windows XP machine for troubleshooting purposes. This is an unused machine that multiple users have access to via Remote Desktop. The problem is that when each user logs into the machine via Remote Desktop the toolbars program do not show up and each user must install under their own profile. The programs only show up when logged in with the Network ID that installed the application. Is there any way to make these programs available for all users that log in remotely other than installing an Enterprise edition of the software???
