how to make tooltip stay as long as the mouse is not moved out

    At present the tooltip text is displayed only for 5 seconds in windows XP. This is the same with internet explorer and any applications that run in that browser. Is there anyway to make this tooltip to stay as long as the mouse is not moved from the object that shows the tooltip?
    For example, if you take the mouse over the start button, the tooltip text appears and disappears in 5 seconds or so. In the applications that run in the internet explorer, we need such tooltip text to stay as long as the mouse is not moved. Please help.
