    From your manual:
    1. Turn off the computer.
    2. While holding the F8 key, turn the computer on. The Advanced Boot Options menu will be displayed.
    3. Use the arrow keys to select Repair your computer and press enter.
    4. Follow the on-screen instructions.

    Or
Reset your computer's BIOS to default before you recover your computer to the factory state.
    1. Turn off the computer.
    2. While holding down the Zero key on the keyboard, turn on the computer. A menu will be displayed from you you follow the the on-screen instructions.

If that doesn't work, the other options are to use the recovery disks you made or order a set from Toshiba. (provided they are still available)

Just, a thought on re-reading this.
My laptop won't let you update the BIOS unless it is powered from the mains AND the battery is up to scratch.
I've had to borrow a battery before now even though mine is good for 40 minutes on full load.

This is the first time I've read "one long continuous beep". That might indicate a motherboard or a RAM problem.

    I can't find Toshiba's beep codes.
