HP Photosmart print software install calls ATI parental controls install

Got a used HP printer so tried to install Photosmart software from the internet. When used either the downloaded version or directly from HP web site, on execute/run the program shows message "Extracting" then brings up window to install ATI parental controls software. Tried installing the same software on different computer also running Windows XP SP3 and on a machine running Vista and install accomplished correctly. Have tried scanning with Norton both desktop version and Norton Power Eraser run from the internet that is supposed to scan more completely and neither found any malware or rootkit problems. There is an ATI video card on the computer but we have never installed any parental controls software for it and have no children in the house who need parental controls! When the Norton internet scan ran, it identified 4 files associated with the .NET framework as files that it couldn't identify as either good or bad. Could that make the install program work incorrectly? There don't seem to be any other problems with the computer.

The install program for the HP software never comes up - only the install for the ATI parental controls software install. On the other computers, once the setup program finished extracting the components of the software, it called the HP PhotoSmart install program. On the problem computer, we never see anything about the PhotoSmart program except the initial extract.
