I hope my assessment of this issue is and the appropriate category are correct as this issue at the present time is isolated to impacting the performance and use of a single application , however based on the extensive troubleshooting i have done on my own leads me to believe it is network related thus the issue with connection to 127.0.0.1 (local host) loop-back ip and more specifically port 10080 via a local HTTP connection to a virtual server .
I will do my best to conclusively describe the application where it malfunction on connectivity and steps I have taken to try and resolve.
The application name is InstantWP it is complete standalone, portable WordPress development environment. It uses the following technologies PHP, Apache and MySQL as well as WordPress all running on top of Alpine Linux Virtual Server.
The application appears to work OK in all aspects accept its final connection to "local" web address http://127.0.0.1:10080 . In fact over the last week I have successfully launched it about 8-10 times out of about 300 attempts, however this is not acceptable as I am attempting to use this application as part of a daily development workflow and I cannot access my core work without it launching and connecting successfully.

I hope this suffice at least as a start , I can provide links to the IWP github help files if needed they undoubtedly may provide the technical details better and with more depth than I have attempted to explain - However my gut tells me this is largely a local PC connectivity issue involving the localhost / 127.0.0.1 ip connectivity that I have little to no experience dealing with although I have replace the the host file with the Microsoft provided default host file as part of my attempts to trouble shoot - TIA to any and all who reply

????? other question I cannot see this post unless I am logged in is this normal behavior that only those ho are registered can see these posts requesting HELP ?

As to the issue, it sounds like you don't have the web port open correctly or the software/server is not starting correctly on your computer. I don't know this software so the only advice I can give is to make sure any and all firewall software is turned off.

Thanks James been through all of the very minute/obvious stuff over the last 10-15 hours i have been trying to troubleshoot really a min-bender as it appears to be directly related to the loop-back ip 127.0.0.1 and its ability to listen for incoming queries the app itself is fine its configuration and I have found very little about 17.0.0.1 accept for ensuring its present in the host file hopefully a brain child will run across this and come up with a potential solution Thanks for taking time to respond

I suspect the post went into the moderation queue awaiting approval before being displayed due to the links it contained. This is normal for a new member because of the potential for spammers. Unfortunately, some legitimate users get caught in the process but then those posts are quickly approved by the Moderators.
