I am unable to install .NET Framework Version 4.0 +

I am currently running Windows 7 & I am unable to install .NET Framework on my PC. Every Time I Run the Setup of .NET Framework of Version 4.0,4.5 or any Newer Versions of Microsoft Visual C++ Redistributable the Setup always fails and Comes up with this Error:

I have Literally spent my entire week trying to fix this but I was unable to do it. I Have tried the Method of Disabling Windows Update and Creating new Software Distribution Folder but It did not work either.
I Tried to Contact Microsoft Support but no help :(.

After googling out the error code it looks like you need to update or remove the Intel Rapid Storage Technology Driver and Uninstall the Intel Matrix Storage Driver.
