Whenever i go to control panel, i cannot access any of the folders or icons there. It keeps coming up with an application error 'rundll32.exe' which reads: "The application failed to initialize properly (0xc0000005). click on OK to terminate the application." This message pops up twice whenever i try open something. please help me, what should i do?

When did this start? Can you do a system restore to before it happened?

however, i cannot access my internet.
I can only get onto it in safe mode.
The lights and connectivity and stuff on my modem are fine but it doesn't allow me to get on the net. I've tried system restore, anti virus and, rebooted many times. I've run out of things to do now :(

Reset your modem, that is unplug it from power, unless it is dial-up. Turn off the computer. Plug in the power to the modem and wait a couple of minutes, then turn on your computer...See if the internet will work then..;)

i did what you told me to do but it still doesn't work. I believe that maybe there is something blocking it or some settings have been changed.
