I can't assign keyboard shorcuts for desktop icons?

I am trying to assign shortcut for desktop icons this way: right click on the icon>properties and in the Shortcut key field i am inserting the key combination, but it doesn't work. If i click with the mouse on the icon it launches the program, but keyboard shortkey doesn't work.

How to fix this?

Typically when I try to assign short cuts, I receive the message I have attached and have to click ok. Do you receive this? And make sure you are selecting ok and not apply. If you click apply, for some receive you don't receive this message.

Also, when you go back into the properties, does it show the shortcut or is it set to none?

I think you are using windows 7 and i am using windows xp. When i save the shortcut settings and then check back the properties the key combination is there. But it is not working.

Initial thoughts are maybe either the ctrl or the alt key do not work. Do you know for sure both of these keys work?
