Solved I have a black box appearing whenever I fullscreen

I am posting this on here because I mostly use full screen on games and such. I loaded up fortnite as an example, it happens whenever I full screen, as previously said. When I go into a full screen a small, black, translucent block appears on the full screened monitor. Then when I alt-tab out the box appears on both monitors. It appears in captures so I do not think it is the monitor. It's extremely irritating and annoying have any solutions on how to help. Its not my monitors they have worked fine before and its not dead pixels. Please tell me if this should be posted on a different forum

I have a 3gb 1060 graphics card
1080p Acer XF0 series monitor
Windows 10 64 bit

tell me if i need to give anymore specs

It looks like a buggy overlay box. Do you have any software that has onscreen display capabilities?

GeForce experience for instance will let you put a webcam image there. I'm not at home currently so can't check on the size.
