Identifying a piece of hardware

i found the attached device under the passenger seat of my car can anyone identify it?

Not make you feel paranoid, but probably been marked by a new way of stealing cars or burglarizing a house. If you haven't gone to the mechanic or didn't give anybody permission put it there, you should give it to the police.
