I got this call today. It was Microsoft they were calling because my machine had experienced to many events. I had 250 under event viewer. They began to take me through steps to show me what was wrong. Well then they asked for money to fix it. I told them no and disconnected with them.
When I start IE 11 now, (my home page is ixquick.com.) but it tries to load this "waiting for 64.124.14.82" then says "This page cannot be displayed." Don't know what happened.

You let some crook--certainly not Microsoft calling--have access to your computer. They may have changed your home page and probably set a proxy server. I have no idea what else they may have done.

Go to Start - All Programs - Accessories - System Tools - System Restore.

When the System Restore window appears, select "Choose a different restore point", then click "Next".

Select a date and time BEFORE the date and time that you allowed that scammer to take over your computer, then click "Next".

    Follow the directions from there.

Let us know if that fixes the issue.

As Terry and Frank mentioned, you were the victim of a scam.

Following Frank's directions should restore your computer to a time before the scammer made changes to your computer.
