IE - rarely working

Operating System: XP Professional
Problem: When we try to access internet very rarely it connects and most of the time it says "page not available". We use "eudora light" to download our emails. Getting problem in both Eudora and IE when we try to access our mail but sometimes we are able to download mails.

We are getting the following message when we try for any web sites
res://C:\WINDOWS\System32\shdoclc.dll/dnserror.htm

I hope I can get some solution for this.
