ie restrictions in place

Had some viruses and spyware on computer, fixed all. Now when I start internet explorer can't connect to internet and when I go to tools>internet options the following message comes up "This operation gas been cancelled due to the restrictions in effect on this computer. Please contact system adninistrator." I have gone (in safe mode) to control panel>internet options and disabled content advisor. Any help would be appreciated. Thank you

First, if you have Spybot make sure it isn't set to "Protect IE Control
Panel" under the immunise option


Otherwise go to regedit. Go to HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions, delete the value "1" from "NoBrowserOptions". Restart.

I unchecked protect ie control panel, and went to regedit value was set at "0". Still no help. any other suggestions? Thanks
