Let's suppose that build 1803 goes really badly on someone's computer and they choose to use Windows Recovery to go back to 1709 in Windows Home. Would they be offered build 1809 again, or not until the next release of another build?

Note that at least for Windows Home, Recovery to previous builds only works for ten days!

The best thing to do before any major upgrade is to image the target disk. That way, any ten-day limit won't matter; you can still restore the pre-upgrade image.
