Boot from the Windows XP installation disk and format the hard drive.

When you boot, do you get to Setup? Does it ask if you want to repair your current install or install a new one?

During Setup, you have the option of installing a New instance of XP. Take that option adn choose to Format the disk as part of Setup. There is never a case with Setup, as long as you can see the disk, that a full drive will prevent you from formating. Take the time to read the screens and choose to format.
