Do you have the right software for the webcam? You could always download a program called ManyCam, which is free, to test if your webcam works.

Have you tried doing a search for the software? Put the cursor in the lower right-hand corner of the monitor and when the icons come up for settings and search along the right side of the monitor click on the magnifiying glass and type in 'webcam'. See what comes up.

What do you plan to use it with? Skype? You can always start that up and see if it detects the web camera. You could also go into search, type in 'device manager' and see if the webcam turns up in there. If not, it may be that there is no driver installed, in which case you need to go to the manufacturer's website and download the correct drivers.
