"INSERT SYSTEM DISK" error when trying to install Windows 7 Ultimate

I recently did a whole new build, new hard drive, mobo (GA-P35-DS3L/S3L) and processor. The problem is, I'm trying to install Windows 7 Ultimate and I come up with "Insert system disk and press enter" error when I try to boot from the disk. I checked the BIOS and the mobo had recognized the DVD drive and the hard drive. I tried putting the hard drive under slave and the DVD drive under master, and vice-versa. I am a high school student who generally gets lots of home work, so it would be nice to be able to type out my work. I am also a gamer, and my friend and I are trying to get my computer fixed, and it's really frustrating. I would like to get this fixed as soon as possible :D

If the hardware is so old that you are using IDE drives, are you sure that it even will run Windows 7?

Is the DVD a full, retail version from Microsoft?
