I just installed a SSD in a PC and it powers on for 3-4 seconds and then off for 3-4 repeatedly. My next step is to reinstall the old HD. Any other ideas? It also does it now with the old drive reinstalled

OK, you are posting in a hardware forum and no one [other than you] has any idea what hardware you are running. Post ALL of your exact system specs; ie exact motherboard, exact cpu, exact pw supply, etc, etc. If this is a big box system ie dell, hp, whatever, post the exact brand, model# and service tag#

Are you installing the ssd as a boot or system drive OR is is just for storage/backups? If it is being installed as a system drive, did you clone the old drive OR did you clean install windows on the ssd?

That is a classic symptom of the PC overheating and the highest probability is that you knocked the CPU's heatsink loose while you were putting the SSD in.
