Intel Pentium

    I just got a new laptop, and it's CPU is a dual-core Intel Pentium. I went to play Multi Theft Auto (a multiplayer mod for the Grand Theft Auto series) and the FPS was quite low (around 28 fps (the RAM is 4GB)). When I was playing nothing else was running (other than obvious stuff like explorer.exe) and yet the CPU was like 70%. Also, the CPU goes really high when I do the littlest of things. I thought a dual-core Intel Pentium would be alright at playing games. So why is it so terrible at playing games?

    The CPU is just one part of the laptop, what are the rest of the specs? What is the model of the laptop?

    HP Compaq Presario CQ71. The graphics Card is "Mobile Intel(R) 4 Series Express Chipset Family". The RAM is 4GB. The CPU is Intel Pentium. That's all the hardware I can think of that contributes towards the quality of games.

    The Intel graphics are considered very low end, inadequate for most gaming. And the Pentium's are the budget line for dual core processors.

    Its a standard lower end notebook, (Celeron is bottom end) which is just fine for typical computer functions (Office apps, browsing, email, flash-web games, OLD games from 2002 and older.

    There is nothing wrong with the notebook. Your expectations were incorrect.

    No upgrade is possible to improve performance, keep in mind the DCP (Dual Core Pentium) is a low-end Core2 and will blow the doors off a 3Ghz Pentium4 any day. A $800~1200 gaming notebook is required.
