Interface not connected

    My operating system is Windows XP with email through Outlook 2003. I recently uninstalled a version of Nero 7 and since then I have received a message "Interface not registered" when I try to send a new email through Outlook. I can reply to incoming emails and can send new messages via BT Yahoo and by using a different email editor than Word, (which I prefer to use if possible). I came onto the Tech Support Guy site looking for a solution to the problem and thought I had found it, but when, as suggested, I typed Regsvr32.exe%Windir%\System32\Ole32.dll into the "Open" box having clicked "Start" and "Run", I receive the message "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item". The computer was originally set up by someone else so could they have denied me the necessary access and if so is there a way around that as I am no longer in touch with the person concerned?
